The privatization of state-owned telecommunication companies (SOTEs) began in Asia
in Japan in the 1980s and gathered pace during the 1990s.This paper starts by reviewing
the scope of meanings for the term ‘privatization’ and then examines the reasons, aims
and results of privatization, noting that they do not necessarily equate with one another.
Econometric and non-econometric findings are reviewed and then some lessons and
